hey i know i need to talk to the queen to start it but when i try to talk to her, she doesnt talk to me, do i need to be overt in order to talk to her or am i bugged?

Yes, you need to be Rebel Combatant to be able to speak to the queen and get the quest.

anyone know how to restart it if you mess up at the end of phase two....

I believe you just go back to the queen and you have to start the quest from scratch
