He keeps saying he has nothing to discuss with me. I'm glowing...what am I doing wrong?

Did he find you or did you find him?
If you found him, he probably didn't come for you. When he comes for you he'll say.... "Excuse me! <Your name> I have an important matter to discuss with you!"

OK, that makes me feel a lot better. Here I took off all my armor, unequiped my weapon, left my group and everything. Finally I put it all back on and went to attack some huurtons.
