Hate to say this, but if you capped 1 weapons @900k , then with the exchange rates, and taking you get 90k combat xp , then you will get 60k FS combat xp for each cap, so for 5 caps that is 300k , (not even enough for a lvl 3 box), if

Weapons 900k /30 = 30k

Combat 90k/3 =30k

if you capped all 3 weapons in that time , then you would have 2700k weapons and 270k combat, that would convert to 900k FS Combat xp.

Now remembering the training costs for those branches = 1225k FS combat xptotal for 4 boxes in a branch, you would still not have enough to train a single branch within that 3 week period

you would still be short 325k FS Combat xp, which is another cap of 1 weapons +combat 5 times (plus a bit), so if you could make it and cap rifles/pistols as well in that time, then you stand a chance of making the lvl 4 box !!!!!

Iyesterday i was playing and was averaging about 250k weapons xp in an hour (i was playing a pistoleer), that worked out (with combat) at around 16k FS Combat XP per hour. , so... that gives us based on this, 76.5 hrs of continous grinding to get a lvl 4 box

So back to the powergamers , it can be done, in a 3 week period it can be done, it would take 3hrs36 mins a day of gaming at this rate to get the 1225k needed.

504 hrs in 3 weeks

76.5 hrs needed = 15%

15% of24 = 3.6hrs (3hrs 36m)

now if you can't manage that rate of xp gain (this is only for the combat xp - the crafting is the same amount of xp, diff convert rates). then the 3 week gate on the phases is irrelevant, as you won't be able to gain enough xp to fill the boxes in that time anyway..

I'm not taking into consideration the 50k xp needed for the novice, as this is only needed once per 4 branches, so would only apply to the first branch you unlock.
