Cobrals on Rori have these:

Outside of Kaadara there are always spawns of them.

Around the back of Moenia Starport there's a spawn of 3 of them. At least on Eclipse. I've noticed that this varies however, so sometimes its a spawn of 3 Steak Tipper Muggers, sometimes Mummers and sometimes its Plasma Theives. Currently Plasma Theives, but i can't speak for the other servers. Instant respawn, which is good cos' I found the drop rate of the nice stuff to be a bit low.

Sleemo npcs on Talus drop the following:
Blank canvas
Paint dispenser units
Paint cartridges
Picture printers
Viewscreen printers
They don't drop as often as other "city" or noob npcs but they do drop.
