Submit a CSR ticket. Tell them where your declared residence is. Likely they can just drop it in for you.

get 5k FS xp and you can unlock the tree...missions unlock the branches

The whole tree is thru the Master Box. You dont need to unlock the master box to qualify for the 6 branches.
So, a tree has 16 Boxes, 4 branches, 4 boxes in a branch. You use ur free unlocks to fill up 4 of the boxes in a branch. Just plan ahead on what quest are in what phase.

I am almost done with my Ranged Accuracy branch. So, after I finish I can not do another branch until the next phase, even if it is from the first phase that the ranged accuracy branch was in? So since I started the ranged accuracy, survival is not available till the next phase even though it was in the first one?

Correct. However, you can bank exp points in Combat Prowess, so that when It does unlock, you can then train up immediately. Cap is 1.2mil exp I believe. Also, you can train the Novice Box in all 4 trees (Prowess, Reflexes, Senses, Crafting) without waiting for the phases of the village, and also begin banking experience in those fields as well, up to 1.2 mil in each.
