Yes, some of the quests can be repeated, not many though... I think the only one I've encountered so far is the "Beasts of the East" quest.
I'll indicate which quests can be repeated in the next update...

underlined Part isbugged. There is no Prophet. Only a "High Priest of StormLord" Also bro yourwaypoints need be changed. Looks like they changed beta and live waypoints...
The "High Priest of the Storm Lord" is a placeholder, kill him and eventually the Prophet will spawn in his place.

Respawn timers can be a pain... patience is the only advice I can offer, sorry. Eventually I'd like to put the spawn timers into the guide, but not until things settle down a little...
