Smooth Stone - Carbine (confirmed)
Carved Stone - Marauder armor (confirmed)
Tusken Head - Rifle (confirmed)
Tusken Bones - Mace (not confirmed to even exist...yet)
Which of the three drop the above?

This is the first time I've even heard of this item. But it explains why I'm seeing people run like crazy to be the first to kill the 300k HAM spawns now. I thought it was a Jedi trial of some sort. People are getting really ruthless over it to be sure. But, if I'm reading right, you've got to do this as a quest but only when a certain candidate has won the election. Does that window of election determine if the item drops perhaps?

These items have been available for a long time now, and well known to collectors like myself. A lot of the hype disappeared when the Devs changed the damage type on the Rifle from Kinetic (woohoo!) to Energy (boohoo!) and the relative rarity of the other drops and the hoops you need to go through to get them.
At any rate, the Executioner is the one who drops the Tusken Head which you can return to Victor for the Rifle. Any of them have been known to drop the other items with the exception of the Bones which remain a mystery as stated above.
In order to redeem the Stones, Sean needs to be in power, and the Merchants need to be available to turn them in.
