obiJohn, 99.9% chance that they had a bio-engineer friend and they used his creations in the creation of the item.

Do does anyone know how many there are? Is there a type for each attribute and skill? Do they wear out with armor or degrade?

As someone mentioned earlier in the thread, chances are all three that you used were of the same type and just replaced each other. If you have many items with the same enhancement then used them on different articles of clothing.

What I would like to know is if all the enhancers actually help. I have seen quite a few with negative numbers and am wondering if those actually are "cursed" items. I just assumed that they always helped and that the ones with negative numbers were for attributes where the lower the number means the better it is.

Pretty much any NPCs will drop them but it seems that the tougher the NPC, the better the skill enhancer (the better ones either have higher bonuses or multiple enhancements per item). I have even found them within locked containers but mostly it is just crap loot in there. I think those may follow the same rule.

DONT LOGOFF WHILE WEARING CLOTHES WITH ATTACHMENTS IN THEM!!!

When you log back on, the game resets your skills back to base as if you weren't wearing any skill attachments. So when you take the clothes off, you get skills SUBTRACTED from your base...
