To get my Scythe schmatic I just downed a drink that was 100% damage reduction for 4 hits before I dug up the treasure. Opening the chest, looting the schematic and hopping on my bike only took 2 hits so I had a couple uses to spare.

"what do you mean you have to choose between Krayt skull or Tusken King Rifle?"
If you have the rifle in your inventory the guards at the Darklighter Estate will give you a mission. You finish that and you can give Huff the rifle (drag it from inventory and drop it on him, you don't get it back) and then run 2 missions for him to get the Kryat skull.

So I'm seeing that some ppl are reporting cool loot on other planets other than Dant and Tat, but the devs only report that they updated the loot on these two planets and the faction theme parks. So I am wondering did they update more, but just didn't want to go into too much detail, or is the loot on these other planets the same as before and are we to believe that they too (planets like corellia, dath, lok, etc.) will someday get new/better loot and we'll be able to reset those quests at that time as well.

Don't think so. All the stuff thats been posted thats not from a Themepark, Dantooine mission or Tantooine mission has been around for some time now.

Some people have reported that if Seth (think thats right, Victors opponant) wins the Bestine comerice election (and if you voted for him) that he gives out a random reward that includes at least 1 rug and 5 or 6 diffrent paintings.

Heres a quest by Borvo the Hutt in Moena cantina in the very back. I think the planet is Naboo. He sends you out on a few easy quests plus you get a Corsec badge and go undercover to Coronet as a Corsec agent and then do some Corsec missions while the whole time working for Borvo. When you get the mission that gives you a briefcase of money you take it to Borvo. Then you do another 2 or so small quests to clean up witnesses and what not and your final award is a Tusken King Rifle which was given to him from Jabba. The rifle is powerful but has a speed of 7.2 or something so it pretty much useless for fighting. But it does look nice in your house on the wallplus it doesnt just say Tusken Rifle.

i agree that the tusken king rifle is cool, but when you have to choose between that and a krayt dragon skull...well, i don't have a tusken king rifle displayed in my house

I have both the Tusken King Rifle and the Krayt skull 
The rifle is cool to have, but I wouldn't want to use it. Its got a speed of 14and there is no certification for it (yet, anyway). On the upside, its the only rifle in the game with kinetic damage now.

Regarding the scythe schematic, when I went to dug up the treasure I tried moving backwards a few steps once they krayt appeared and the lag made me go further than I wanted to before I was incapped. Then I went prone and made my way closer to the box...and before I could get in range I was incapped again. Then the last attempt I went prone again and got the box open and had my hands on the schematic and then was incapped again.
It all boils down to this...don't move away from the box once the Krayt appears. Go prone as it may buy you a few precious seconds. Then try and get the schematic. Had I done that I'm sure I would have gotten it.
So close...but not quite close enough for me.
