"Including the combat upgrade" is not the same as "required for the combat upgrade".
It's marketing, which historically has very little in common with reality. 
The JTL expansion blurbs could've easily included a bullet point "Adds all new clothing items!" (for Ithorians). Tailors got those automatically, even the ones who didn't buy JTL.
The combat upgrade will not require any money (well, other than your monthly subscription). Pre-ordering "Rage of the Wookiees" (maybe if I keep writing that out, it'll look less silly) gets you access to the RotW beta. The RotW beta will be running with the CU beta code, assuming CU doesn't get pushed to Live prior to May 5th (in which case, the RotW beta will still have it because it'll have to be at the same base code level as Live).
So really, why should we have to pay for something that should have been fixed for free despite being broken for almost 2 years now?
You shouldn't have to pay, and you won't. Now, whether access to a new planet and space zone (which will certainly require the expansion) and new ship (or ships?) and cybernetic parts(which may or may not require purchase) is worth the $25 to $30 is up to you. But you'll get the CU for free.

Wait does this mean the ONLY way to get in to beta is by pre-ordering it? I was hoping I might be able to try out the CU beta without having to wait forever and pay for it... I sent in my info months ago to be accepted into the CU beta and I still havent gotten in yet
. Is there a chance I can still get in?

Hmm, $25 really isn't that much money but I'd hope for a bit more really. What I'm wondering is whether you need JTL to use this expansion seeing as the space mining/new ship(s) are going to be a big part of this one, otherwise it's just some robo-limbs and a new planet.
Here's hoping there is some real Trandoshan content in it, that will make me stump up the cash for sure.

nyeh forget it, whatever happens happens. I'll just accept the dev's decision and buy it.
I really wish I could appreciate everything they do, but their decisions are not always the best.

Jija your statement was so miss-informed i just had to laugh 
the new devs that where brought on where brought on to patch the current game
all the new content, you guessed it, thats them 
the CU is being done by the old team as i understand it
read first, spout less crap

Well, the nice thing about expansions in any MMORPG is that you don't have to buy them. If RotW looks "light" to you in terms of content, then don't buy it, as you can probably get along just fine without it. If enough people think the same way, and ROTW sales disappoint SOE/LA, then they'll either reduce the price on the next expansion or they'll be sure to add loads more content to it.
That all having been said, I too can't believe how frickin' long it's taking them to implement the CU. It's the stuff that jokes are made of.

If this is all that is in the expansion, the I will not be purchasing it.
I can't use a jedi starfighter, I have no use or need for cybernetic implants(will be another thing that will be the FotM to give some an advantage), and as far as the wookie world. I don't really goto Dathomir, or Yavin right now, why would I go there.
If they were to add other planets I may have considered it, but this is a very light expansion. I would almost put it upto par with the Geo Cave or DWB publish in terms of content.

Everyone will be able to test out the CU before it goes live, as it will be on Test Center for a while after CU Beta has ended. This will be the time for load testing and other things. This has been announced before. And just because you haven't gotten an invite to the CU Beta yet doesn't mean you won't get in, either. As of right now, no one has gotten an invite, not even those in the alpha testing.
My undertanding is that if you get into CU-Beta testing, you'll get to test the expansion as well. If you pre-order the expansion, you're automatically in its beta testing (which will include CU beta testing). You won't have to pay for the expansion to test it, but if you're going to already, you'll get a sneak preview of it.

Because its SWG and the freakin patience we have had with SWG Devs no we should not pay, but figuring that if want this game to keep getting expansions, then they need to make money, so I guess ya, and the combat revamp upgrade is free and a different expansion from the wookie
