I was there last night (tuesday) and there were TONS of people. Someone asked if I wanted an invite to their group, so I tagged along with them and downloaded all the evidence disks. After the group disbanded I headed to Theed Palace handed in the evidence and got my badge. Luckily I already did the compassion one a while ago.
I would advice to go there at around 7pm EST and join a group - worked like a charm for me.

Thats what Im planning on doing The Warren was heaving yesterday on Intrepid you could just run around in 20 mins instead of the usual hourish

if you fill your group up with friends when you turn in the 4 disks, they will also receive the badge. I beleive they may have to initate the conversation though.

Sorry for the potentially question but .... is there anything you have to do prior to heading to the Warren? And I'm talking about the Compassion one.

the warren is pretty easy with all the people that are there trying to get the badge..
i went in and pretty much did everything without having to fire more than 3 shots.. (which was a little disappointing)..
the only thing you'll probably need is the letter so you can get teh badge of compassion
You don't need the badge of compassion to get the hero ofempire but while you are there you might as well camp the letter and get the badge.
its also a good part of the story to get the BoC and get the inquisitor disk (that tells you who you give the evidence too but is not required)..

I was there today and got the encription disk + 3 evidence disks.
I was under the impression that was all I needed then I could give them to the Captain in Theed. Thing is he doesn't have the time to speak to me because he is busy 
Is that because I am rebel?

well, you need 4 evidence disks, and i believe the encryption disk isnt needed at all, though i could be wrong, i havent really tested it...

lol, i was laughing at all the people waiting for the FOUO spawn... Its not even needed, when i got the badge a while back, i couldnt even get to the body because i said the wrong thing to Mirla
Back then i thought it was needed, too, but i tried getting the badge anyways, and it worked. All that disc does is tell you that you need totake the evidence to the Imp Captain Huff, or whatever his name is.
