The blue dots that you saw were probably the neutral pilots who did the mission that allowed them to land at the imp retreat. There is a set of missions that the naboo RSF neutral pilot squadron can dothat will open up the landing pad at the imp retreat for them, and they are given access to the retreat without having to do the theme park missions.

Just to clarify for anyone. 
If you are the following, you are able to do:
Rebel: Rebel, Jabba, andNym Themeparks
Imperial: Imperial, Nym, and Jabba Themeparks
Neutral: Jabba and Nym Themeparks only
The corvette follows the same rules. Reb does reb and neutral, imp does imp and neutral, neutral does neutral.

no if your imp you can do imp and neutral
reb you can do reb and neutral
neutral can only do neutral

Hi. I have two questions:
How does one get a 'live event' badge?
Are the special badges still being awarded by CSRs?

You are correct. Live events are random (from player perspective) and happen usually in cities or outposts. If you will bump into one you will get the "Accolade Live Event" badge.

And occasionally if you prove yourself worthy in these events you will get the accolade: brave soldier badge.

I can confirm the "no faction themeparks for neutrals" statement. I'm a rebel, and when I was on leave, I couldn't enter the rebel themepark base on Corellia. So if that's the case, a neutral certainly wouldn't be granted access.
