Sounds like Tusken Observers or Executioner, or Witch Doctors? They are very rare, high HAM and have a special called Advanced Strafe, which can hit for 12,000 damage plus.
If you want to fight one, I believe there is a quest that makes one spawn in Fort Tusken, the quest is started in Bestine I think.... or another town...

I don't think they give great loot or xp, the thing they are best at dishing out is the proverbial smack-down... Fully buffed, fully armoured, and killed in one shot? That's got to be annoying.
In honesty I'd rather a Tusken Observer Slot than a Jedi Slot - FAR more powerful!

Thats actually the target of a static NPC quest in Kaadara. I believe you get it from a Gungan.

You can pull the mission from Bestine's capitol building if Victor is the current mayor. He'll ask you to investigate the Tusken Fort and search for a rare spawning NPC which is the executioner. After killing him you'll loot the head of the executioner to which you can return to Victor for a reward. Many times he'll give you the Lithium Rifle though it's rumored he'll also give out a rare pike and a mace. The Executioner is also known to drop credits, an occasional unique weapon and the possibility of a high level crystal. (The Executioner, Witch Doctor and other rare Tusken all despawn to 0,0 which is near the Squill cave and why you can find them there.)

I don't remember if it was in beta 3, or right after the game went live, but there used to be a perma spawn of a DJK NPC up near Mos Taike.

A DJK got a hold of me the other day outside the Mining Outpost on Dantooine. Sigh...two swings of his saber and I was done. I too thought for a short time that I had declared overt orthat I had a TEF. LOL, I even tried sending a /tell to who I thought was a SWG gamer, begging for mercy! Never did I think that I was being attacked by a DJK NPC!
...but now I know and will seek revenge

i remember an Old Guild hunt to the Squill Cave and there was a Tusken Executioner there, almost everyone in the group who didn't have the sense to run was killed very quickly despite my advanced warning to them lol (i was heading there ahead of them and was incapped by the guy but sinse i had 5000 Tusken faction he didn't DB me

I was chased by a Dark Jedi Master on my way to the Dantooine Mining Outpost once. I didn't even try to fight him because I was only wearing clothes, hadn't paid for cloning, had barely started on the pikeman trees, and was unbuffed.

Yea. Near the squill caves there will be spawns of Tusken Executioners near the squill caves because npcs despawn to 0,0 as someone just said. Ive killed 7 so far and they are easy to solo.. you just gotta know how to fight it. i looted uber power and color crystals and a cdef pistol with a terrible bleed dot. And about the DJK or DJM i have found many spawns of them but had only fought 3 near Theed in naboo. They arnt easy but with a good group that knows what they are doing they are able to be killed.. They should have them spawn on some of these player jedi's out there while they are grinding. lol I can hear their whining now.
