Acutally on TC2 after you did the Sith camp you had to go talk to a woman on Dathomir (forget her name) to get the village wp, but I imagine by now everyone knows where it is anyway.

They removed the woman on Dath step on Live. Now you go directly to the Village after the Sith camp.

Also, the skills you learn aren't random. Each NPC in the Village unlocks a certain skill each Village phase, so just find the skills you want, check one of the Village guides to see when they are offered, and plan from there.

Finally, yes the XP requirement is very steep, and it will take a long time for a normal player to accumulate the required XP.
