As far as a price check, neither by themselves is really worth anything as they can't be dropped and can't be traded in the trade window. As stated previously, the Head is turned into Victor who then gives you a Lithitanium Rifle. The stone is given to one of the NPC merchants behind the Bestine museum. This NPC only shows up when Sean is in office as mayor of Bestine and is not there 24/7. Turning the stone into him will net you the Lithitanium Carbine. Neither of these weapons are very awesome stats-wise, but are both relatively rare and would probably garner interest from collectors, especially the carbine.

On a couple of side notes, there is also supposed to be a "Coin" if I'm not mistaken, but have yet to figure out how that works. perhaps a Lithitanium Pistol??

And if you're looking to sell them, you may want to wait until after the Combat Balance when it will be next to impossible to solo either the Executioner or Observer. Their rarity will increase.
