It hasn't happened, to my knowledge.
Whether they can is pure speculation. As devs, they certainly have the power.
Whether doing so would require a lot of coding is unknown. - If it did, they certainly wouldn't be interested.
Even if they had the power to do so, I doubt they would do it.
As for CSR's doing so... They might. But again:

ok so i kinda got it.
/macro bla; /pause 30
but how to get it to repeat?

No, that doesnt work either. and ive about given up, cuz no one can seem to explain EXACTLY what they do when they want to repeat message!

hmmmm.
When i did, it said "unable to execute macro: MyFirstMacro."I assumed i needed to make the macro myself first, so i did. Now, when i say it, it only repeats the message twice. Shouldn't there supposed to be a command /repeat or something?
this is what I'm typing ingame: /say This is spam,tbh.; /pause 30; /macro MyFirstMacro

Make sure the following macro is named "MyFirstMacro":
/say This is spam, tbh.
/pause 30
/macro MyFirstMacro
There you go.
Now, to stop the macro from running, you have to type out:
/dump

Wait - you are typing it in-game?!
You need to create a macro with the above text in it!
hit ctrl-a to open your command browser - go to Macros, and create a new macro.
Name: MyFirstMacro
Icon: Whatever you like
Text:
/say This is spam, tbh.
/pause 30
/macro MyFirstMacro
The "/macro MyFirstMacro" is what will repeat the macro. Provided that the macro with that line in it, is itself named "MyFirstMacro".
It starts itself every time it ends.
If you can't make it work, you are doing something wrong.
