he isnt... if your using headhit3 with a 5.9 speed power hammer you hit about once every 3-4 seconds maybe.. if you get 97 speed you hit every second and you can tell the difference when you are fighting a Nightsister Elder

ill informed. the only combat profession that is capped at speed at master is TKM. like i said basically to be speed capped is to be able to hit for damage every second with your slowest weapon. to get technical tho. the highest speed mods you can have is the ones you get from your prof.. the FS speed mods. and no more than +25 from skill tapes. thats the hard cap.

95 you cap all sword specials....
