You should probably put the head in your backpack then get the quest from Victor at the bestine capital building. Then after getting quest, put head back in normal inventory and converse with victor again.

I got the mission to bring back proof to Victor 2 days ago. He gave me a waypoint to the Tusken Fort. Ive been in the caves for 2 days and NOTHING! I'm I in the right place?

I have had several players tell me they found him outside of the fort by several hundred meters. After hearing those reports to look outside of the fort I would recommend driving around the fort a few hundred meters out just to check.

Better yet...if you have a mount (slower then a speeder, yet faster then walking/running) I would use that...reason is if you use your map it gives you time for the spawns to show. I sometimes have issues with the spawns notshowing by the time I fly by them on the speeder.

I found the excutioner, observer and witch doctor in the cave underneath the forth.. i drew them out 1 at a time and was able to complete the mission. the rifle looks just like a normal tusken rifle, just different stats...
