I think this shows some problems in SWG's randomizer (like crit failing several times in a row, getting the same loot kit piece a couple times in a row, etc) than the rarity of this particular item.

My friend also looted the Bubble Tank schem off a Nym Droideka and another looted the No division poster off a stormtrooper near Anchorhead.

That's likely why it's called a Random Number Generator to yield the results.....it's 'random' there's no 'fixed' percentages, just fixed perceptions of those percentages....
