My group had the same problem today. You need to use the third door terminal and alert security to triger the 3rd keyman spawn (Fenri). Then make your way through the mines to the other overlord spawn, this is what my group did today and we succsesfully killed and looted the stabilizer.
Props for the great guide, well written and clear. Was able to get my group down, kill the overlord in 1 and a half hours without a single fatality.
Talk to miner, then to Haldo. He said to bring the cure.
Soon after that we made a mandalorian helmet and ejected succesfully
Immediately, we went down again in order ti reach droid anf take the cure
Didn't worked
The dialog hadn't an option "give the cure"
So i guess in order to complete any part of the quest you cannot leave the bunker at any cost

The Overlord MISSION is the Imperial DWB Mission. If you are rebel you can't take it. Then u have to work your way down to the mines and kill the overlord downthere.

Then I think it bugged. I did nothing wrong, I'm sure of it
