well assuming the new frs is anything like the old one, you dont have "the same" skills as a padawan at master.. you may have the same template, but you have a force armor that is is beyond anything a padawan can muster (old system was about 80% dmg recuction for a minimal force cost) and force lightening that can one hit incap, so the ranked guys did get more powers, in a way.
having a jedi with mastery over more skills than teh template allows would just be out of hand...the whole point of breaking the jedi down into 5 trees and making it a template was to prevent taht...in the old days, jedi was just one all encompassing profession (well technicall 3) if that were possible, the point of having trees is nullified

All skill boxes are a bit excessive, and I would say more like an extra branch or two would be more suitable for jedi masters. So full templated Jedi padawans with ls x4x4/md/heal4x1x/enhancer/4xx4 for example can get mls/md/heal4x1x/enhancer4xx4 + the added bonuses when they reach jedi master. Assuming the new frs will make Jedi master hard to achieve, only a few will reach such levels if this was implemented.

As much as I think the idea would be groovy, I don't think it's reasonable from either a technical or balance scale.
Technical problems arise when you considder what happens if a Jedi loses rank. This basically means the Jedi is going to be stuck in a scenario where they have too many skillpoints and will have to respec again. The respec's already been causing problems the devs decided they didn't want to deal with when it comes to the FRS (which is the reason we were told it was deactivated). Granting Jedi more points as they rise in rank will cause this issue again if the concept of rank loss is preserved.
Balance issues are also a big concern. Even if the Force Pool is limited to a hard cap of 8k or whatever, the access to so many different abilities can be just thorougly unbalanced. Imagine a single Jedi with Total Heal, Stasis, Dervish, Avoid Incap and Force Intimidate all at the same time on the battlefield.
