A good macro to use so you dont forget to loot is: /harvest (resource); /loot (you do not have to use /loot all)

Not sure on that. I have seen posts that they are found by doing certain level missions. I would advise checking the jedi board since that seems to be holocron central right now
Rebel Surface Marshals can be found in the large factional bases that are able to be switched from one faction to another by players. I will guess that the Dark Troopers spawn where the Field Marshals normally do, when the bases are under Imperial control.
There is one base directly south of Narmle, a few clicks out, there are others here and there. I wish I had known the field marshals could drop the holocrons the other day - I was hunting with my alt character, and killed about half a dozen of them over a period of a few hours, and made no effort to loot them because I was busy. Should have made time.
The field marshals are found inside the central building in the base I mention above.

I looteda PA Hall(Naboo obviously) from a chuba. Put that on the list.
I looted the Vibro unit stuff from an Elite Mercenary on Lok (or it could have been the Commander). I definitely didn't get it from a Droideka, as I don't bother with them. They run away too quickly and too often.
You might want to also note that Mercenaries on Lok also drop tons of Locked Containers. Seriously, I spent a few hours on Lok two days ago killing Gurks and killed every Merc I ran into. I received about 6 Locked Containers for killing maybe 20-30 Mercs.

how to spawn a surface marshall:
find an imp term, equip your best weapon, group with you most bad ass pet, and look for the 7900-8100 cr missions. it should say large rebel base. go there, kill s.m, rinse and repeat.
now for the downside, i killed 20-30 large bases yesterday, pulling at least 2 sm from each one, and got........
