there is a vendor in the Warren on sublevel4 where I found an NPC that gives you one.

Also if you swim to the underwater Gungan city they give you one for completing the journey and making it alive. You can also get special badges there that you can't get anywhere else in the game. Of course its a Master Chef only area. They have to give us something when they broke our profession several months ago.
