I believe I know your answer.....

You see Shuttles are special creatures. In SWG there are4 kinds of code. the 1st type is for players and character detail. The 2nd type is for NPC's (movements and prescripted conversations). The 3rd is for creatures (Aggro parameters and attack variables). And fininally a Misc. Catigory for terrain generation and some other stuff.

Well when SWG was made, all Shuttles somehow fell into the NPC code catigory (Either through intention or mistake). Well everyone knows you can't have a naked NPC, so to correct, the game tries to apply the "No clothes default" underwear that you would normally find on naked NPC's. I hope that answersyour question.

I think a better question would now be, "Why does the game think allShuttles are female?"
