IM not at home but I think you need to add more text than that. Also make sure there is no Spaces or Returns in the doc.
Do a search here there is a million threads on doing this.

I did a search and found this for you....
First create a file in your default Star Wars Galaxies folder (IE: C:\Program Files\StarWarsGalaxies) called "user.cfg".
Then edit the user.cfg file with notepad. Add the following lines:
[SwgClient]
allowMultipleInstances=TRUE
Then edit the user.cfg file with notepad. Add the following lines:
[SwgClient]
allowMultipleInstances=TRUE

It works for me like a charm - no need to rant about something that ain't broken, eh?
You need to make sure that your file saves as user.cfg (I guess you could save it as a .txt file and then just change the ending) and that it is saved in your "Launchpad" directory.
Mine looks like this - not that it has been mentioned before - but just to show you that this one works...
[SwgClient]
allowMultipleInstances=true
allowMultipleInstances=true

I think its not about renaming it as user.cgf, but "saving" as user.cfg ... I seem to remember that when you just save it w/o specifying, it saves it as user.txt so it doesnt work .... I think there is an option that let you choose between saving as cgf or txt ...

You could also copy any old .cfg you could find, edit it and save it as user.cfg
