it is just a random drop from him. so your going to have to kill him a few times to get it... what you need is a guild to kill that dude...

I've just gotten all 5.
Rrwii 1: Located in the North-Westernarea of Etyyy, amongst the Moufs. On the Planetary Map in the North-West you'll see a Y-shaped river convergence. It's just a few meters to the South of the \ part of the Y.
Rrwii 2: Located on the outskirts of the Chiss Hunting Camp on the Western side of Etyyy, on the beach, beside a tree. Turn on names (CTRL + N) and it ought to be relatively easy to find.
Rrwii 3: Located in the "Walluga Desert" as I call it, in the Southern part of Etyyy. It's a short way to the north of the big dark brown ditch (shaped like an inverted Uor aC or a G)which is clearly visible on the Planetary Map.
Rrwii 4: Located on the WebWeaver Path on the Eastern side of Etyyy. This one's right towards the end of the path, almost directly south of the Silkthrower. With names turned on (CTRL + N) it should be easy enough to find; it's right by the cliff with a path on top, beside a tree.
Rrwii 5: Located on the UllerPath on the Eastern side of Etyyy. It is located right in the middle of the fork in the path which splits the whole UllerPath into 2 separate paths, one longer than the other, amongst a collection of Ullers.
