Do the new race tracks give a badge if you complete them?

I am afraid not, you have to win the race. Since they server restarts don't happen to often anymore its hard to say when is the best time to try these.

And don't do Lok unless you are absolutely sure you will win it

Also, you probably want to get buffed before trying it, and keep an eye out for objects that look like light poles in your way. They are usually mercenary camp spawns in the process of loading, which are an enclosed camp you have to turn around to get out of. And, if you aren't buffed, get incapped by them - and then you can say goodbye to your hopes of winning (happened to me on my first try - 1900+ seconds cause of it, over half an hour). They seem to spawn mostly near Mount Chaolt.
An AV-21 will also help out, in my opinion.

I got the badges even if had the same time as the current leader and the droid then said i was the new fastest one.
So you don't need to wait for reset.

AFAIK, you get the badge for either a better time or a tie. Just did the Agrilat swamp and Keren tracks a few days ago. I wouldn't have managed to do the Keren one if the person before me didn't have a ridiculously slow time, though, since there's a bit too much lag in the city for me.

Heck, I got the Keren fastest time couple weeks ago on my Flash Speeder, with time of 150 seconds. the previous time was 160, and I didn't want to beat it too much, so held up a bit at the end.

Best way to got badge, is to come there after track time drops. All other time if you Pc not fast you will loss
