I asked to be trained in repair tree, I got the 1.2 mil XP FS crafting... but we're in phase 1, repair is from phase 4. Of course, the Quest guy (Chief Engineer of Aurilia) is not there. Does that mean I have to wait t'il phase 4 to train using my 1.2 mil XP I got for free? I hope not..

No, you should be able to train in that tree.

No, you get your XP converted from Paemos. You train the skills through Noldan.

Find Noldan by the entrance tot he village. The main entrance gate. There you'll see Whip, and on the other side is Noldan in a sort of little corral type enclosure.
Speak to him and train up, then train up your other free unlock. Do one unlock at a time. Unlock, train skill, unlock second unlock, train skill.
