...it would be useless to start that phase correct? That is also assuming that you could not complete the phase in time for the next to start.

true, depends on the quest though, some take 3 days as you can only do a certain amount in one day and you have to wait 24 hours before you can get more missions

Better yet, if I start a phase and complete it, and it then switches while i'm still gathering XP, can I start the next phase? I would think yes.

i believe its phase 1 still. so go do the ranged accuracy should take u 2-3 hours. You get 1 set of patroll points. which includes 10 sets of 8 patroll points (very boring) Then you unlock it. AFTER you have a choice to do 10 more but theyre longer and father away. Just for the reward of the banner i believe. So you can easily get the unlock idk about the banner to unles u wanna spend all day riding in circles.

As long as you have completed the quest to unlock the desired branch, you are okay.
Filling the branches with xp is notlimited to what phase you are in.
