I know the quest is gated, butI finished and seem to be the first one maybe on my server (from NPC stats given). How come I didn't get the LS craft tool reward? How is that given and when?

If i am not mistaken, you have to do the entire quest 2 times to get the rewards.

The item is given at the end of the cycle. Depending on the quality/quantity of items given, you get better tools.

There is a whole breakdown somewhere, but if you just do the minimum and don't lead any catagory you get a base tool. If you lead either quantity or quality for a specific item you get a better tool. If you lead the overall quality or quantity, you get the best tool.

Because it uses the cumulative stats it does not issue the reward until the phase shifts.
