I have been told that free unlocks don't happen anymore. Is this true? If it isn't exactly how do free unlocks happen, and how do you tell you actualy got one.

They just don't happen at all anymore, if you hadn't already done some hologrinding before they changed the process of becoming Jedi, it's too late. You have to do the grind.

Free unlocks were given as compensation to those that were Hologrinding and did not unlock their Jedi slot before the revamp went live. The old way to unlock Jedi was to master "hidden" professions. Required professions weresecretly assigned to you at character creation. Once you mastered these, you unlocked. That method took too long to stumble upon and in order toget some playerJedi in game (IMO to boost xmas holiday sales) Holocrons were introduced. They gave you a hint as to which hidden professions you needed to master. They only gave you hints for three and then it went silent and you had to just grind professions until you unlocked. You ended up getting a free FS branch unlock based on how many of these hidden professions you mastered. If you qualify for free FS branch unlocks, you will get them from the same NPC that converts XP. There will be an option in the conversation box.

If you want more info on how it all worked, read this:
