I meant to pick a quest from Whip, but instead picked the quest from Sivara in phase I....Is there a way to cancel it so i can start with Whip?

No.. the only way to cancel the quest is to skip this phase and wait for phase 2..
Sorry.

It does warn you when you select the quest.
Still a wee bit annoying though.

well.. actually.. when you get the quest, the quest giver tells you that you only will be able to work for him/her. At this point you would have been able to decline the quest.. but well.. thats too late now
Really sorry for you..
cheers

Ps. When I did the very first phase 1 quest (back then where it got introduced), I did the crafting quest. After I finished it, I went to the medic quest and was wondering, why I coulnd't take it. I got a message, that I have to be at least master medic. So I went to Cnet and mastered medic in a day and headed back to Aurillia. I was nervous to get my second quest, but she still didn't gave it to me. After that I visited the boards here and read that only one quest per phase can be done. So I mastered medic for just nothing and I droped it again.
Really sorry for you..
cheers
