I dont know if this a problem, but I completed his task. With killing pirates and outlaws. When I return to him, he tells me that I got other villager quest. I don't got any others than Captain Sarguillo and it's completed in the force crystal, shouldn't I recieve a OK from captain sarguillo?

did you guys have a csr unlock the branch for you when it was bugged first time?

I was able to do the Quest over the weekend without problem (other than getting ganked by thugs). Once I finished off the Outlaws I got a system message stating I completed that part of the quest. When I finally tracked down the last 7 pirates and executed them I also received a system message atating I had completed the Quest and Unlocked the branch. I checked my inventory and lo and behold there was part of an Aurillian Sculpture! No problems here!
