Until you are a Padawan you are safe from Bounty Hunters. Once you pass the Padawan Trials and become a Padawan you can end up on the bounty list. Your payout will be low, which can be good or bad. You may not get attacked because of a low payout, or you might because a MBH could be looking for a little quick cash. Once you pass the Jedi Knight Trials you be be forced to go on active duty for your faction and cannot go on leave. You will also be be PvP as well, so be ready.

what if u drop out of your faction and go neutrual, will u be like overt civillian? attackable by npc thugs not normally attackable? lol

During the Knight Trials you are froced to pick either Imp or Reb. There is no neutral.
