Can i do a phase quest twice? Ive done it once and i wanan know if ill be able to do it the next time it rolls around.

I'm on Bria, which went Phase 2 today and Whip won't give me his quest a second time. I was hoping I could get another health buff crystal by doing the mission again and am assuming the devs did it this way on purpose to prevent this exact thing.
Has anybody been able to get this one more than once?

I've actually heard back from a CSR on a ticket regarding this... and you can not repeat completed quests at the village...
