I unlocked both ranged speed and melee defence in phase 4 but i can't train in ranged speed. Is there a bug with this?

You can only unlock one branch per phase not 2.

Did it two different phase 4's. Quest box says they are both unlocked but can't train ranged speed...yes I have skill points avaliable.
