Force Sensitive Archive

My objective is to just get some FS crafting experimentation boxes. However, is it true that I have to have Artisan to do so? I have medicine crafting skills and can convert them into FS points, but when I talk to Quharek (or Eozlin for that matter) I'm told I don't have the needed skills to even attempt the quest.
