i was wondering if you're "glowy" and all...can you just SIT in a player city and wait for him or do you have to be moving around?

Yes, you can just sit there. He will come eventually.
You would probably be better served to just play the game for a bit, though. Every new time you log in shuttle to a player city. He seems to pop up most often upon a new shuttle arrival at a player city.
Most of all, RELAX.
