yes u need at least novice scout, as the FS survival line only gives bonuses to abilities gain bynovice scout

the terrain negotiation +5 sticks even without novice scout. but, +5 isn't enough to help you on hills unless you have other mods from tapes or BE clothing.

Actually, I think that isnt entirely accurate. You get the bonuses anyway, but they would be more beneficial if you DID have scout. Scout is not neccessary to get the bonus though. The terrain navigation would help some.
