Ok - firstly and most importantly - despite what some people are posting - it is not bugged. Yes, many things in the game are bugged , but this is not one of them. It is doable - the way it is meant to be - you do not need a 'workaround' or any 1337 haxxx to complete the quest - you just need patience and a little money.
What you will need:
Master Medic, BE 0004 (Med Experimentation +100 = 10 Points Exp.)
High Quality Resources (Flora - anything like oats, rice etc., and Metal) Your Flora will need a PE of at least 925 and Metal OQ of 925 if you want to hit the experimentation needed for Internal Bleeding.
A GoodMedical Crafting Station (if you want to craft in the villiage you'll need one in a droid)
A Good Crafting Tool (either generic or food and chemical - at least 14.75)
All of these things can be found in medical resource vendors. This is where the patience comes in. Go to Coronet, pull up your planet map, open vendors - and then go to every medical and/or resource vendor in the area until you find the things you need. It may take you a few minutes to find everything or a few hours - it totally depends on your server. I found everything in about 5 mins, but that was because we have some awesome vendors on Sunrunner and I was willing to part with major bucks in order to not have to ride aorund looking for small quantities. I dropped about 200k on the best medical resources on Sunrunner in stacks of 10k units, heh. But you don't have to do that - it's down to you how hard you're willing to look for smaller ammounts.
You'll also need some uber crappy stuff to hit the low experiment ranges for Fever and Vomiting - these are cake to find.
Once you have everything, go to the villiage, take to the med droid and find out what symptoms you need to treat on the first patient. Make a list, pull your droid out, open your tool and begin....
Now - an explanation of what the med 'stats' are....
Primary Cure: The first thing it will cure - starts at 28% exp. for a MM/BE0004
Secondary Cure: The other thing it will cure - starts at 22% for same
Side Effect (The third stat): The side effect it causes (don't even pay any attention to this, it doesn't make any difference as long as you follow the other steps correctly.
Now -craft your meds... This is very simple, but for those who've never been crafters here's a really basic guide:
First Main Screen: You will have to put the ingredients in - there is a bar next to the boxes that tells you how good the resource you've selected is- you want this to be in the absolute heighest ecelon - practically full and bright green. (Except for crafting the Fever and Vomiting - use your crap resources for this and aim as low as possible, yellow or red)
Click through the next few screen until you are presented with 3 options: 'Experiment, Create Prototype, Create Design Schematic' and select 'Experiment'
You can find the necessary exp. ranges in the sticky at the top of the thread, but also, as you experiment the stats on the top left of your screen will change to reflect your changes: i.e; if you have 28% Exp It will say 'Pus Filled Legions' - by using one exp. point it will increase to say 36% and change to 'Erratic Heart Rate'. Experiment tip - always spend one point at a time - it's the only way you'll get good results. Click the point box till it is green, hit 'Run Experiment' and rinse and repeat as nescessary.
Some meds, the low and medium range ones, you will have enough exp. points to get both your primary and secondary cure stats to match two different needed sympotms - on the higher ones however, you'll need all your exp. points in primary to hit it. It depends also on your resource quality to a certain extent.
When you're hit your desired numbers - click 'Done' and then 'Create Prototype' and you'll have your med. Note: You do NOT have to spend all your exp. points - just get to where you want and then 'done' - the more you spend the more chances of a Crt. Fail.
I personally was able to craft the Internal Bleeding stim with 8 points - leaving me two left over - but then I spunked a LOT of money on the equipment so... you'll probably need 9 or 10.
Once you've created all the meds you need for that patient, open your inventory and drag & drop the meds onto the villiage 21b med droid... each time he gets one he'll say something like 'Administering Medicine To Patient' - make sure you drag and drop them to him in the correct reverse order to avoid having to deal with side effects. For Instance if a patient has;
Fever
Erratic Heart Rate
Internal Bleeding
...you need to drag the Internal Bleeding stim onto the droid first and work back, doing Fever last. (If you have stims that cure 2 different ones I found that it makes no difference as long as the Primary cure is dragged in order.)
Once all the sympoms are treated he'll tell you you fixed the patient or whatever and to come back and talk to him to find another patient.... Do this 4 more times (and then talk to that doctor chickyou got the quest from)for your unlock, another 5 for the necklace and another 5 for the plant.
Once again, this quest is NOT bugged, you will need Master Medic and BE0004 to craft your own meds of good enough quality and you will have to find good quality equipment which will probably not be too cheap. But it is perfectly doable. Once I played around and figured out the order of things to do and so forth I did the whole quest in 15 minutes whilst eating a bowl of noodles at the same time.

im finding it close to impossible to find a good BE to help me on this best i got to with just master medic was 60%

if theres anyone else aroudn doign thew quest group up and help each other out most of the BE ones made us the high ones and we made the low end heals for em

I'm just not getting this I feel stupid, I did all the above like you said...I go to the village talk to her, but I don't have theitem or whatever to make to cure...I open my tool and it's only the regular crafting stuff there...do I craft that stuff? I'm totaly confused. =/
Yes I have droid...yes it's a chemical tool...what am I missing...help my poor lost soul...

Hmm... you should have been given a draft schematic by her which should show up in your tool under 'Generic Items'... You spoke to the right person, yes? She's a woman named 'Silvarra' standing under a kind of tent awning wearing white...
Assuming you did that and still can't find the right schematic in your crafting inventory I would suggest contacting a CSR... Remember, it will be under 'Generic Items' - not meds... Also try checking in your Datapad under Schematics to see if it's there?

I'd give you all kinds of lovin if only you were on Tarquinas. Not a BE and can't craft, but maybe I'll run into a little luck and find someone who is and is doing the quest. This little guide helps tremenously if I'm stuck having to grind BE and do the thing myself. No not lazy, just have no skillpoints left so there would be a sacrifice.
