If you don't complete the quest and get the unlock, you fail the quest and have to wait until that phase rolls around again to complete the quest. You can however bank all of the fs xp you need before you unlock your trees and then train all at once. Many have done it and I'm attempting it now.

Yup, you fail it and you can take a new quest next phase. Then, when the phase you failed in comes around again you can attempt it again or pick a different quest if you decide the one you picked the first time was too hard/borring or whatever.
