I have contacted CSR's 5 times, including sending a PM to Tiggs regarding my inability to finish the quest. My salvaged computer core has been properly calibrated (at least, that's what the status tells me), but once that portion of the quest was completed, my journal was updated to tell me to go talk to a gadget specialist again.
Once at the specialist, I received no new options. I could either purchase another kit or leave, so I left and went to the village.
At the village, the chief engineer only gave me the same two options as he'd given me before as well; to either get the wp's to the gadget specialist, or to continue on my way.
This is my LAST PHASE before my unlock. I cannot sit around for another 3 months for it to be fixed, but it seems that I'm the only person having this issue, which means that there may be no hope for them to fix this for my individual account. The quest has already been reset for me once, which forced me to delete my completed tracking device. I'm not even sure that they'll reset it again, or if it can be reset to a certain point, because going through the hassle of having to reconstruct the thing over and over again is becoming entirely too frustrating.
I am completely at a loss, and it's just asinine to sit around for another 3 months to risk having the quest bug on me yet again.
Has anyone, anyone at ALL experienced this before? Are there any solutions or workarounds? My time is running out!

You are screwed. I am too. CSRs say its a bug and refuse to help at that point,SOE technical forum says they dont look at mission problems.
So you have no where to go, and neither do I
How to avoid getting caught:
When you take this stupid quest you get the gadget specialist to give you the "loot kit" style item to make the satellite tracker device. When you complete the device the bug is triggered. At that point you need to go to the gadget psecialist again and purchase another kit to make the satellite tracker to clear the condition. NEVER delete the kit, just store it in INV or stick it in your bank I suppose.

So crafting the second kit will clear out the bug? I'm not quite sure I'm getting the point of crafting the second one if the bug still remains.
I'm thinking about seeing if they will reset it for me again, so that I can do the quest, and completely bypass trying to talk to the specialist the second time. From what I gathered in another forum, someone else had the same issue, and went straight to the chief engineer and was able to successfully complete the quest.

But when your quest was completed, were you given the quest rewards as some sort of signal that everything had, indeed, been completed?

Hmm well quest rewards could be broken again. But I do believe what is it one of the statue pieces? I did get that yes, and the system message saying you unlocked X line or whatever.
I mean if you believe you completed it, you may have just missed the system message and not received the reward due to some bug. Try training if you have the XP stored up. Or ask Paemos what you can train in and he will list the lines you have unlocked thus far, I believe.

I figured I'd go to the village to see if maybe, by some fluke, I did complete it, despite no system message, no reward, and no confirmation from the Chief Engineer, but alas, nothing. I'm still unable to train anything in the FS repair branch. I sent in yet another CS ticket, in the hopes that they can reset the quest for me again.
Now, I'm not one to jump on the "I'm quitting" bandwagon every time something goes wrong, but I'm being pushed to my limits here. Having done every necessary task to complete this quest two times over, and not being able to unlock the jedi I've been so patiently waiting for, is beyond frustrating. Should I be punished and forced to wait and pay for another 3 months of game time where I could be jedi grinding or leveling the alt because of a bug that I have absolutely no control over? Customer service has been less than helpful, aside from the first CSR who promptly reset the quest for me, and this most recent CSR who had the foresight to leave my ticket open, instead of feeding me a canned response and then closing it. It seems that they're all under the impression that I'm referring to the Captain Sarguillo bugged quest, which I am obviously not, and so before I'm able to tell them that it's NOT that quest, the ticket is shot down.
At this point, if this unlock doensn't happen the way it's supposed to, the way it has for all those who've come before me, the way I PAY for it to, then I'm gone. I'm not a big enough glutton for punishment that I'll let a company screw me over and make me wait 1/4 of a year, only to potentially screw me over again in 3 month's time.
/end rant
I just have to hope and pray that the 3rd time's the charm. That is, if the CSR's get back to me quickly enough to reset the quest.

Just complete it as it says in the quest log. Once you are done it will reset in your quest journal and tell you to go talk to a gadget specialist. This is a bug and cannot be fixed to show the quest as completed. However you have completed the quest if it is reseting and telling you to go talk to the gadget specialist and no other things when you open the drop down thing. Go train some boxes or get some XP
.
I have all four crafting lines and still have the quest in my journal as an active quest saying to go talk to the gadget specialist which is like the beginning of the quest.

Oh btw, you never have to delete that tracking device thing. Mine is still sitting in my bank.

First of all, if you completed it, you completed it. IF IT DOESN'T REGISTER AS COMPLETED... then its a bug. A bug since the last Phase IV. /bug it, PM Tiggs or TH and maybe they will get something done for you. CSRs are the way to go if you want to work your way up the food chain, but if it is a bug then I don't know if they can fix it for you since they cannot just unlock an FS line for you without some authority standing over them.

That's basically what I've been doing. I sent Tiggs a PM, but I'm not holding out much hope that it's even been read, much less addressed.
The quest was reset for me again (2nd time), but when I went to the village to speak with the Chief Engineer, I was again unable to take it, so evidently it needs to be reset a 3rd time. If there isn't some sort of resolution by tomorrow, I'm going to have to see about getting support on the phone, since it's much less likely that they'll hang up on me with the same frequency that they close my CS tickets.

I completed repair this phase and yet I still have the questmarked as "not completed" and reset to the beginning too.To confirm whether or not you unlocked I believe you just go talk to Paemos in the village. He'll let you know what branches you can train in. He shows me as being able to train repair now.
One thing I did was complete the quest all in one game session. From creating the item to configuring the satellite to taking result to Chief. If you can, try advancing the quest to the end in a single game session.

I never said to complete the second satellite kit, just complete the first one to progress the quest and then buy a second one straing after wards. you can keep the empty shell and that will have the quest step "find a gadget secialist" marked as completed.
