is it true that you can only learn a tree per phase?

one branch per phase like melee defence branch? yes. an entire skill tree like all of enhanced reflexes? no

You can only do one quest per phase, since quests are what you must do to unlock a branch, you can only UNLOCK one branch per phase, you can train any branch you have unlocked at any time.
