Force Sensitive Archive

I have tried the musician quest multiple times, and every time the person that im to meet in mos eisley is not at the WP nor is the WP active in my data pad i have to activate it. what do i do to get this to spawn, or where do i look for this guy?

If he's not there you reset it and try again, until he's there... this might take multiple resets.
