When you complete the mission to kill Mellichae, it should automatically add a wp to the nearest shrine.

I found one last night on Lok by accident while doing faction missions. I kneeled and meditated using the radial. The only thing I got were little quotes from the movies and such. Some Yoda sayings. I was greeted by two langlaches when I got up there. I'm not sure if that is a static spawn of those little critters, but they're easy to down with my vk's.

Jedi can choose to clone at Force Shrines rather than Cloning Facilities.

Also I have been told (rumor only) that you get better Crystal/Pearl Tunes when you kneel at a shrine.

And they dont do anything for a non Jedi, except give you some random mystical text.

Crystal tuning is random. The shrines don't help.

How Random is it?

The other day I got a -9 FC tune from a fair crystaland a 0FC from a quality crystal.

More than likely yes, but You dont know, and neither do I for sure, There are Jedi on my server who swear they get better tunes at the shrine than say inside thier houses.

The fact that it's random does not mean the random number generator cannot be effected by things, and we all know game developers love to hide little secrets they will never reveal.

That being said, I cant say for absolute certianty that shrines do a damn thing, and you cant say for absolute certianty that they dont, all we have is our personal opinion.

There's a list in the revamp sticky on the Jedi forum, plus you are given a WP to a shrine after you complete a trial. I'm still not sure how you're meant to find the shrines (or know what they're for) the first time unaided...
