But I just finished the quest, spoke to Capt Sarguillo & he gave me the bugged message so I slapped him about a bit & moaned & sent in a bug report saying how I didn't get the reward or the unlock, then checked my inventory & bugger me it was there! So I tried to train & it worked! I was standing next to someone who'd been through all this before & they couldn't train still so I'm not saying it's fixed but just to let people know to try & train anyway even if he gives you the 'come back when you're less busy' message

CSR have been granting completions to people who have finished it. Just takes patience.

did you try talking to nolan (spelling)?
He is the npc buy the main entrance, He is the one that trained me after the ph4 quest was complete.

Yep & I'm done, earned my first ever FS box last night
