I got ever badge that is req to get glowing and still says im "surging". is it bugged or something?

Only thing I can think of is that you are missing something. Maybe if you told us what you do have we can tell you what you might be missing.

Even though you think you should be glowing, the unofficial guides to becoming glowy are not 100% on the money all the time. It can differ slightly from person to person. If you read any number of treads you will find people that believe they have completed the requirements but only faintly feel a connection with the force as so forth... My suggestion just keep trudging along getting particularly the difficult badges.
