Whip is Bugged he will not talk to anyone says were all too busy even though no one has accepted any other missions yet this phase

Judging from the Phase discussion thread, I was under the impression that Bria (along with everyone, save Valcyn) was still in Phase IV, in which case Whip wouldn't be talking to you anyways.

lol yes Bria is also in phase 1 I am 100%

but its the same thing as the capt and man it is pissing me off lol
