When it was the same phase last time so did i make captain surgillos quest, and yester day i went to aurellia and talked to captain surgillo, and then i saw a message that i only could take one FS quest in each phase, but i have already made that quest so why did i got it again?

but i have a quest that i made the last time it was phase 3 on bria...Why?

No clue u shouldnt be able to all i know but i would like to redo the phase 3 quest lol get another srd

Because you cant do every quest in that phase within the three week period. It doesnt talk about repeating quests.
