Basically as I see it, it's to keep the Jedi population down so they don't completely own the game per-se and so variety is still ever present. The long waits between phases and boring, repetitive quests acts as a filter for those who won't "go the extra mile" for achieving the prestigious heights among Jedi, which would normally be reserved for more hard-core players. But hey, I think the Village quests are fun.

Seriously now....
why do village quest have to be so boring and repetetive... walking a villager 1.5k five times is not fun!
Why cant the make them fun and difficult? What;s the point of playing when you can't even enjoy it?
You all are probably going to reply: "its worth the wait"....well maybe it is but that wait is too long to just waste your life not enjoying thse quests...
